The rise and fall of the ocean water are called tides. They are caused because of the interaction between the earth and . The gravitational force of the moon causes the oceans to bulge. Another bulge occurs on the opposite side, since the earth is being pulled towards the moon. The tidus occurs as to the rotation of the earth. The tides do don't occur as the sun is to far away for its gravitation to impact water.
