Everyday on the road we see some garbage trash fallen down. Or sometimes you see plastic bags and chips packet or  packet down on the road. It is disgusting right. you know what to do? First you should keep your house clean. Then your surroundings clean. This needs a lot of responsibility. I am giving your example now the government is saying that you should keep your surroundings clean. So people have to cooperate. Or else this job won't be done. Because if people don't cooperate how will the cities get clean how will the roads get cleaned. you have to cooperate.
